The report released by the OAG speaks volumes of how the said funds were managed. While the primary intention is for emergency relief phase, there are opportunists readily waiting for such events to do a bit of fundraising here and there. Well this is sad for such occasions. I believe had not for these funds, people will allow themselves free to assist, even the boat owners at a reasonable cost.
