The Royal Solomon Island Police Force (RSIPF) Acting Commissioner Mostyn Mangau today signed a Memorandum of understanding (MoU) with the Solomon Telekom Company Limited (STCL) Chief Executive Officer (CEO) Arthur Yen during a brief ceremony at Rove Police Headquarters in Honiara.

The MoU is for Solomon Telekom to support the RSIPF in terms of investigation into communication related matters for the next two years.

Acting Commissioner of Police Mostyn Mangau says, “RSIPF and Solomon Telekom acknowledge the importance of exchange of information in their line of duties including personal and confidential information which is subject to legislative requirements.”

“Under the MoU, any request for information will be in writing and will specify the information requested including data, call charge records, data on numbers called and received, time, specified dates, and location and call duration.”

Commissioner Mangau explains: “All responses from Solomon Telekom will be provided to the authorised representative from RSIPF making the request.”

“This MoU establishes a broad framework to assist the RSIPF facilitate, share and exchange information including call searches pertaining to criminal investigations and reported complaints regarding stolen mobiles through home invasions, break and enter into vehicles, theft and pick-pocketing.”

Acting Commissioner Mangau explains: “Under the MoU, the RSIPF and Solomon Telekom agree not to disclose any confidential information relating to this MoU to any third Party, without prior written approval from the other Party, unless the disclosure is directly related to a subpoena, warrant or other legislative obligation."

“In cases that may involve either life and death situations, Solomon Telekom shall undertake all its best effort to provide the information as soon as possible, if the request is sent to them by police in any means of investigation,” Acting Commissioner of Police, Mangau emphasises.
