The Ministry of Provincial Government and Institutional Strengthening, MPGIS, says it considered it necessary to delay implementation of one of the premiers' conference resolutions until the position on the constitutional reform becomes clearer.

The first resolution from the Lata and Tegano communiqués had asked for the establishment of a Provincial Premiers Council by an Act of Parliament.

In its response to the resolution, the Ministry of Provincial Government and Institutional Strengthening says it considers the resolution very important.

However, the Ministry says it must take into consideration a number of ongoing matters while trying to implement the proposal.

Among others, the ministry says the current development on constitutional reform could affect the validity of the proposal from the premiers.

The ministry says it also takes into consideration the point that the proposal could well be adequately catered for by an amendment to the Provincial Government Act.
