Solomon Islands Attorney-General, Julian Moti, has raised a number of questions relating to the legality of RAMSI and its compliance with applicable laws of Solomon Islands.
Mr Moti raised these issues when tendering advice to parliament during the motion, tabled by Prime Minister, Manasseh Sogavare, to review the Facilitation of International Assistance Act.Mr Moti said that although RAMSI is seen by many as a regional initiative the Facilitation of International Assistance Act 2003 makes no reference to the Pacific Islands Forum. Julian Moti also stated that although references had been made to the regional make-up of RAMSI, it is not a compact between Solomon Islands and the Pacific Islands Forum.
The Attorney-General said the Forum is not a party to the agreement and has no direct role or responsibility over the roles of RAMSI. He said parliament was never given the opportunity to review the act every one year in accordance with section 23 of the same act, since it was enacted in 2003.
