The latest revelations reported in the Solomon Star by the OAG of massive misappropriation/mismanagement of state finances/properties shows that human resource is one of the major defaults in the WP administration block. If what the Premier for WP declared as 'we are ready' is genuine then I would perhaps envisage they have addressed these behavioral defaults. Otherwise, being a state would make no difference and Gizo will be same as Honiara whereby the WP outskirts remain contemporary with their lives without even feel a pinged of the devolution.
