The delay of S.I tertiary student allowances is not a new problem as emphasized by others in this issue. The comments raised by everyone on this issue are important and valid, if one has to see through their contextual lenses. I remember a quote by Albert Einstein which says that, 'problems can not be solved by force but by understanding'. As such, I believe there should be some degree of understanding between the bodies involve in the problem.
For students; one aspect of human existence is adaptation. Some of us were students at USP when the same problem started some years ago. We managed to survive and graduated after all. For the S.I government; one significant aspect of mammals is to provide food, shelter, care and support for their precious young ones. I believe the S.I government (of any day) have the mandate to meet its students' needs and welfare more so in a foreign location.
