Fellow wantoks,
The allowance issue seems to be persistent within the Ministry of Education and Human Resources and it point more towards the inability of the staff and MEHR as a whole in implementing govt' policies. A billion budget was passed in Parliament earlier on this year and the allowances are clearly reflected in the budget. Why is it very diificult to deliver the allowance on time?
