Under age smokers.
The current move to only allow smoke to be payed on packets with the intention for under age not able to afford it will not succeed in my personal view. It will only add other problems, like kids will have to do all unneccessary things to have a packet of smoke or just smoke, like stealing, prostitution and so forth. They are already addicted, and I think there are other measures that can be very effective, rather than restriction of selling of rolls.
