It is true that the Moti affair has gone on for way longer than is necessary, but this is only because Julian Moti QC has decided (it would seem) not to exercise his (natural justice) right to defend himself against the charges Australia is pursuing.
The Government may be assisting him avoid having to stand trial but the decision not to avail himself is his. If the Government has indeed denied him (inadvertently as suggested) his right to natural justice, it has been with Mr Moti's consent, so the question of whether his rights have been denied appears to me to be a non-issue
