Just because some staff members steal from the Fund does not mean that all NPF workers are thieves or there is not enough security of the contributions.
A few weeks back on NZ TV2 was shown a robber that walked into a bank full of customers and demanded money from the teller. He walked out and was never caught.This was in broad daylight and in full view of the CCTV.
In every society and in every place you have money, someone who should not, will always try and get their hand on it, never mind what security system you put around it. The bad apples will show.
