Do note that the former member of the PER, Danny Phillips does not hold a permanent chairmanship of the Commission but was only an Interim Chairman.

The need for to appoint a permanent chairman was in fact overdue, hence the appointment of W.B.Tabusasi to be the Chaiman. It was unfortunate indeed that his appointment came at a time when the controversal issue of emerged, but the need has always been there. Appointing a neutarl person at this point in time is crucial especially to deal with the issue from an independant point of view.
