I believe when HCC first lease the property to SEMRC, the substandard facilities at Kukum market including sanitation were not an issue. It has become an issue lately when SEMRC fails to keep up its financial obligation/commitment to HCC.
Although the public in the past have voiced out their concern on the dwindling state of the market, nothing much has been done to improve Kukum Market by HCC.
I see previous HCC failed to develop Kukum Market for the vendors to use and the public to enjoy; ironically, HCC see it more fitting to lease the property and now it has backwash effects on them.
