Prime Minister Dr Derek Sikua has clarified the Government's decision last week to award a new Mobile Telecommunications License to mobile service provider, beMobile Company.
Dr Sikua said the Government-established Independent Evaluation Committee has reached the decision because it is apparent that major improvements in the quality, type and price of our mobile telecommunications services in the country. "It is time to make the benefits of 21st Century communications available to our population, businesses and government". "After consulting with advisors on the best way to do this, including the World Bank, RAMSI and others, we initiated a process over a year ago to introduce competition to our telecoms market," Dr Sikua explained. ...

The Evaluation Committee of Solomon Islands decided on Friday 11 December 2009 to award the country's first new entrant telecom licence to bemobile.
Bemobile will receive a 15 year licence to offer mobile telecom services in Solomon Islands, together with the right to use the required radio frequencies. Bemobile currently provides mobile telecom services in Papua New Guinea. It is supported by its shareholder, US fund GEMS, as well as by Trilogy International Partners. Trilogy International Partners has mobile telecom operations in Bolivia, Dominican Republic, Haiti and New Zealand and recently received the 2009 Award for Corporate Excellence from US Secretary of State Hilary Clinton. Just months after the monopoly license given to Our Telekom was cancelled, government says it will announce the country's new mobile phone operator before the end of this year.
A committee appointed to screen applications from companies that want to compete in the mobile phone market in the Solomon Islands has begun evaluating the applications last week. The Evaluation Committee, established under the new Telecommunications Act 2009, has announced it received applications from three foreign companies. They are Digicel, Bemobile and Milestone Developments. Committee Chairman, Mike Hemmer confirms they have begun reviewing the applications and will be making further announcements in due course....

The World Bank has congratulated the Solomon Islands government on recent reforms in the telecommunications sector - to encourage new private market operators and increase competition.
One of the bank's managing directors, Juan Jose Daboub who has visited the country says similar reforms in other Pacific island countries have increased the number of telecommunication subscribers. Mr Daboub says he is confident the reforms in Solomon Islands will produce similar success. He says the World Bank Group is ready to support Solomon Islands in its commitment to undertake much needed reforms. Parliament has passed the Telecommunications Bill 2009 bringing an end the dominance of Our Telekom in the local telecommunications market.
The bill sought to open up the telecommunication industry in the country to competition. Under the Bill, the provision of mobile services will be opened to competition in April 2010 while Internet Service will be opened to competition in April 2011. In his contribution to the debate Prime Minister, Dr Derek Sikua, has said the government gave in to a demand by Solomon Telekom for the sole communication license for 15 years, in or about 2002.
