Former Prime Minister of Solomon Islands Sir Allan Kemakeza believes that the Government's concept of bottom up approach in development will fail because of the country's land tenure system.

Sir Allan says that the land tenure system in the country needs to be formally established under law or else the issue of land disputes will remain an obstacle to any rural based development approach.

Sir Allan says that the term 'Bottom Up' was used extensively by succeeding governments but used different terminologies to describe it. He says the terminology generally used was rural development while others called it the road map.

The former Prime Minister says Government needs to seriously address this issue before it can expect to achieve any concrete foundation to its bottom up development approach.
