When will People's Voices Be Taken Seriously By Responsible Authorities?

The question raised by Isaac is one which cannot be answered fully with a single answer. When it comes to affairs that deals with money people including our leaders can make very unpopular decisions. So really may be until decision making for such undertaking are given to the public at large to make, like public voting for majority view. But when a selected mandated group decides on such matters such outcomes cannot be overruled and how the decision is made is on their discretion.
