Selling Wild life

Harry is doing the usual greeners compaign for animal protection. It is a worthwhile effort. I suppose though that he should do better by proposing practical alternative to the struggling people who want to make end meet by selling their resources-owl and dolphin.

A practical alternative would be for Harry to give money or an incentive for people not to sell. Can Harry do this?
